Board of Directors Meeting Minutes August 25, 2025
TURTLE FLAMBEAU FLOWAGE – TRUDE LAKE
PROPERTY OWNERS’ ASSOCIATION
August 25, 2025 – 6:00 p.m MEET HOUR Courtesy of Roger Nelson
6:02 PM- Call to Order: Randy Schubert, President
Present: Randy Schubert, President; Randy Payne, Vice President; Roger Nelson, Treasurer; Todd Jirous, Secretary; Directors: Jeff Wilson, Terry Daulton, Millard Johnson, Troy Tipton and Tony Utrie. Guest is attendance is Mary Jung from LWA (Last Wilderness Alliance)
The purpose of the meeting this evening is around Wakeboat activity, and therefore no minutes will be reviewed or committee reports.
Jeff and Millard will update us:
1) Meeting in the town of Sherman to present our case and recommendations
2) State of Wisconsin Assembly were to have a meeting on Wakeboats, and that meeting was cancelled at the last minute.
3) Concerns/Issues with the language of “Bow Up, and not on Plane”. Millard read and researched this language, and there are 60 plus towns with this language, and have not had an issue. All of us, as fishermen, don’t intend to create a wake, and the purpose is for those that “Intend to Create an Enhanced Wake”. For example, a fishing boat with 500 lbs. of sand in the stern, could create an enhanced wake.
Jeff Wilson stated that he is comfortable presenting the Ordinance as presented, and feels that both townships may roll it out to be town wide. Our focus however, is still on the TFFTL waters.
Mary stated that typically you would get all the lakes in a township first, and then go for the “Border Lakes” where the lake is in two or more townships, In our situation, we should just focus on the TFFTL waters, and then go for a separate Ordinance for the other lakes in the township.
Jeff stated that when he visited with the Sherman Township Chairman, Mr. Smiley, that making it as Easy to get through the process as possible, would go along ways and be much appreciated.
Millard and Randy S. are in agreement to stay focused on TFFTL, keep our eye on the ball, and keep this rolling forward.
4) A motion was made to move the Recommended Ordinance forward, as written, for the Townships of Sherman and Mercer at their next meet?ing. The Motion was approved Unanimously.
5) Troy T. asked what are we going to present? Jeff replied that we have a 15 minute time slot to present at the Town of Sherman. Jeff will do the introduction, and the recommendation of our Board for an Ordinance on Wakeboating Activity, John R. will do the Audio/Visual presentation on the reasons why, and Terry will summarize the survey results from our Lake Association Members. We’re anticipating questions from the Chairman. The presentation to the Town of Mercer will be the same…unless learn something in the Sherman presentation.
6) Jeff will reach out to the Town of Sherman to confirm that the meeting is on 9/11/2025 at 6pm. And, to confirm when the Agenda will be posted.
7) The “Tentative Date” for Mercer is 10/09/2025 at 5:30pm at the Town Hall.
8) We then had discussions on When and What to message to the Lakes Association Membership. Mary suggested that we do a generic message to the Membership letting them know that we are actively working on the Wakeboat subject. Once the Agenda is made public for the Town Meeting, then we should message the Meeting Date and Location, and to please come to the meeting in support of the Lake Association as we will be presenting at the Town Meeting.
9) Millard suggested and the group agreed that we should solicit support, either in person, or in a written format if they can’t be there; either by email or letter. Millard and Randy S. were in agreement.
This portion of the meeting, and agenda ended at 7:08pm
There was some further discussion in greater detail of what specifically to message, and what the timing of those messages should be. But, before anything happens, we have to confirm the meeting date, and when the agenda will be published.
Meeting adjourned at 7:21 pm
Respectfully submitted,
Todd Jirous
Secretary
